
The FSM Adult Education Program (FSM/AEP) is a State Agency, overseeing the development and implementation of the Adult Education Program in the Federated States of Micronesia (FSM)*. The FSM Adult Education Program was established in 1993 through grant allocated under the National Literacy Act of 1991 (U.S. PL 102-73) which basically amended the Adult Education Act, as amended, rendering the freely associated states* eligible for the federal educational assistance.
A sum of $100,000 was awarded to the Federated States of Micronesia, Department of Education, which consequently led to the establishment of the program office at the national government level and to the hiring of the Adult Education Specialist to manage the activities thereof. Accordingly, the sum was to be used to support and attain the following goals as stipulated in THE ADULT EDUCATION STATE PLAN, FISCAL YEARS 1993-1995, FSM:
| Goal 1 | Provide comprehensive Adult Education instructional program responsive to the basic employment skills. | |
| Goal 2 | Increase enrollment and expand services for special institutionalized gorups. | |
| Goal 3 | Establish a means of continuous need assessment of targetted educationally disadvantaged adults. | |
| Goal 4 | Promote awareness and involvement with outside agencies and organizations to aaddress the needs of the educationally disadvantaged adults. | Goal 5 | Implement special projects and teacher training programs. |
| Goal 6 | Provide leadership for the efficient management and implementation of the adult education state plan. |
The FSM Adult Education Program office is currently located within the Division of Federal Community and Foreign Assistances Programs, one of the four (4) main division within the Department of Education, FSM National Government. The department is headed by the Secretary of Education, Dr. Catalino Cantero, who directs the four divisions' administrators, including Mr. Yosiro Suta, who heads the Division of Federal, Community & Foreign Assistances Program.
